where create tags?

I searched and checked the windows manual but cant find out, where do i set up tags for actors in the windows version? any tutorials i find ony cover the mac. thanks!

found it, its in the actor tab, to the left of the "plus" sign for adding another actor. no text comes up when you hover over it currently.
