nope... On apple, "gifting" = promo code and apps received from promo codes cannot be reviewed.
On Android, you eMail them the APK and therefore its not tied to their account, the apk being tied to the account is required to leave a review.
I don't know for sure, but I imagine the same is true on B&N and Amazon, since not allowing people who received the app for free to leave a review leads to more accurate, genuine reviews.
O ya know, thats a good question. But my guess is yes... you could review it. but thats a guess, if a real answer is worth it, I would gift myself a $.99 app and try to leave a review to be sure.
Just Mail them a dollar and the name of your App to download and tell them to review it....dont overcomplicate things cheap A$$...just kidding ) really, we all have to work around Apples rules cause they are the ones who pay us and call the shots.
Just a word of warning about sending out signed APKs these files are not copy protected and if you give it out it can be copied and distributed enmass. I would never share a signed APK.
