Error 3 Lion and Mountain Lion

Hi everyone,
I'm getting a code signing error (error 3) on OS X Lion and Mountain Lion. It seems to work for me when I ONLY create development apps. Additionally, I revoked all my certificates, reinstalled Xcode, and deleted the certificates from my keychain. Any help????? Thanks!
