Android Publishing

I am new to the Android Publishing world....Is there an Android Simulator that I can use to test my games or do I have to have an Android device?

I am willing to purchase an android phone, or Nook, or Kindred...but I don't really want to get all 3 right away.

What do you recommend?

i have a kindle, its a great device and back around christmas is had the market share of android devices, not sure anymore.
