It really depends for me. If the music plays a significant role in the gameplay experience, then I'll work on that more. If it does have a great effect, or no music is needed at all I don't spend much time with it. Right now, I would say I spend most of my time trying to fix bugs :P
Hopefully some day that will be the least amount of time spent.
I choose graphic/animation as it is very vital for game design. it is like book cover which tell the potential buyers to buy/download the game (customers always judge the book by its cover... )
Polishing, fine tuning. I build a basic game in days Do graphics fast and make music in hours but polishing and fine tuning mostly costs me weeks if not months.
