Do you need pro to publish at all on the Windows version?

    Free members are able to publish to HTML5 via GameSalad Arcade.

    Then what the benefits of windows creator when I can not publish for android without pro while for mac use it is free to publish on app store.

    Mac users also need to have Pro to publish to Android.

    And this is impossible to publish iOS game on Windows - Apple requires you to own a Mac.

    It does. You can publish to HTML5, and for Android if you pay. You didn't except to get all for free, did you?
