No. You can only test your games with the viewer or an adhoc build with a mac. Hope that helps

I would give www.macincloud.com a try if I didn't already have a Mac. You can take their lowest plan and just pay when your game is ready for device testing.

However... you should really get a Mac, you will not regret it.

Those are not GameSalad restraints, they are Apple's. You need XCode to publish an ad hoc build and you need XCode to put the viewer on your iDevice.... Xcode is only available on macs.
