I personally use Photoshop but if you want something with preloaded logos try Art Text 2.

Any tool like photoshop would work, inkscape, pixelmator, illustrator, photoshop. Any high quality tool will work.

Remember it isn't the tool, it is the user.

Use a vector tool, like Illustrator or the kind. Pixel-based logos can cause you trouble, if you ever need to get them printed on certain resolutions. Vectors are scalable, so no problems there.

Inkscape does the trick as well... and yes... As @Omenabo mentioned working in vectors will save you a lot of problems in the long run... You can scale, reduce and rework the logo a lot easier without losing quality.

My advice for someone starting out and lacking experience making game art or logos would be to focus on making the game and leave the art to someone else. Team up, join forces and work on each other's strengths.
A good logo is more than just being able to use a tool or be a decent artist. It's about condensing an idea into a small, recognizable image that gets a desired feel and a message across. If you check 99designs or crowdspring you will see zillions of logo designs in those competitions and with a lot of the designs you see that they are not really logos but illustrations, text or just a horrid mix of all sorts of visual graphics. A logo is a major tool in the promotion of your business - it should be worth some consideration and planning.

@SpriteAttack Yes, Inkscape is good too (sad it's not a native app yet). Just remember, if you ever need to print something, you better find a software that can do CMYK. It's also possible to use ColorSync in OSX to get the same results, but it's always extra hassle.

If only someone would create a software package to rival Adobe Photoshop and Illustrator... :)
