Resizing vector images in photoshop CS4 or Pixen

I have a bunch of vector images (graphics) that I want to resize to fit the look of the game.

From what I've heard with vector images, you can resize them without losing the quality of the image

I'm using Pixen, as well as photoshop CS4 and Illustrator

Can someone tell me step by step how to resize an image both up and down in scale without losing quality?

I was looking in photoshop for example, and I go to image, image size, and resize it, but there's options on the bottom screen that say "bicubic smoother" best for enlargements, and "bicubic sharper" best for reduction, and the resolution is at 72 pixels right?

    Place the vector object into Photoshop. Go file > place.
    Vector files can be scaled up and down with no quality loss.
    When the file is placed it will be a smart object in your layers pallette.

    Scaling depends greatly on the images used for the final result. Try different options see what's best.
    Obviously something at 2000x2000 pixels won't have the same clarity at 20x20!

    I prefer Fireworks personally, it handles web graphics much better than PS.

    I may download fireworks, is that program free?

    Also, how would you scale down or scale up in fireworks?

    In photoshop I rescaled in a completely different way than you're describing, it was image, image size, and update the image size, and then on the bottom menu you could choose bicubic smoother, or bicubic sharper? Has anyone else done it this way?

    Also, can you rescale vector images in Pixen and not lose quality?

    No you have to buy Fireworks, or download the 30 day trial. I have an old copy of Fireworks which works really well, It's old but it does the job for me. Fireworks handles vector artwork similar to photoshop. No idea about Pixen sorry.

    Can I rescale images doing it this way?

    Go to: Image, Image Size and rescale the pixels per inch?

    Also, there are some selections like smooth gradient, or bicubic sharper for scaling down, and bicubic smoother for scaling up?

    Is this a good way to rescale and not lose image quality

    I basically have graphics that are 200X200 and just want to bring them down to 64X64
