Slide text up and down with finger

Can anyone tell me how to...
I want to slide with my finger over the screen to make my text (as a large PNG file actor) move/slide up and down, for a portrait and also in landscape ipad mode. The (text.png) actor should be show all my other apps in the info page in my app.
And I want to use it in the future for a children's book with a lot of text on a page.
