Possible bug duplicating rules

Hi all,
i've see this:
have a rule, if my attribute is = something i use behav ROTATION and set a (for example) clockwise rotation.
if i create a new rule (or use the otherwise), duplicate my rotation behav and set it counter-clockwise in this new rule it does not work.
If in my second rule i create from scratch a new rotation behav it work.
Is a know bug or is some kind of my problem?
