had to reinstall now cant publish

I had to reinstall everything on my mac 10.6 snow leopard and now after loading GS i cant publish to iphone....it's asking me to pay another $99 and doesnt realise im already a paid member.

Any help?

I have contacted support but wondering if this is a common error?
