99 dollar development fee confusion

I've paid my 99 dollar development fee to Apple but when I try to upload my first App it is saying I don't have a paid contract to sell my game. What have I missed?

    when you log into your developer account click on itunes connect then in there click contracts and banking info and request the paid contract,and fill out your tax and bank info if you havent already

    After you made the payment, you have to go into the iTunes Connect portal and sign all the contracts in the Contracts, Tax, and Banking section.
