Do you need credit card to purchase the ios dev account for international orders.Apple online store is not available in my country so i faxed the purchase form to apple with my debit card information as i dont own a credit card.But they are unable to authorize my card.
They only mention credit card in their form.

    This is true and there is a problem if you want to use someone else's card to pay as your store and account will be linked to their name. Apple will not change from the ID from the card.
