I recently signed for ios dev account and Faxed the purchase form to apple as online store was not available in my country.I recieved an email from apple that

Unfortunately we have been unable to obtain payment for your order.
We will continue to attempt to obtain authorization for your order for
one week.
We would like to offer you the following options for resolution:
1. Please contact the financial institution that issued your credit card
to review the reason for decline. You will need to resolve this with
your financial institution before this order can be processed.
I used my debit card account for the purchase.what should i do.
