Does anyone know

Do images in public domain mean you can use them commercially, like in our apps?

No. Images are generally copyrighted to their owners unless they have said that it is free to use in personal and commercial projects.

Some handy info can be found here:

Public domain means its free to use however you want. however an image can only be public domain if its creator says "this image is now in the public domain".

The problem I have found with the public domain sites is they all say to the best of our knowledge these images are in the public domain. use at your own risk. So while most of it is free to use. theres a chance that what you want is listed by mistake. So its still at your own risk.

Heres some good info on public domain works.

While not an official legal document it does a good job explaining it all as I understand it from reading various other sources.
