Testing and Publishing Apps

I am new to Gamesalad and am confused by a couple of items.

1. When searching the forum it appears that we can no longer publish our Gamesalad created apps under our own name on iTunes, even if we have an Apple developer account and have paid the $99 annual fee to iTunes. In other places in the forum and on tutorial videos, it seems that we have to have the Apple account and must pay the $99 to iTunes. For those of you who have recently completed and published an app, which way is it?

2. To provision a test of an app on a device, I have been following the tutorial information (video and written), but am having difficulties. We signed up recently with Apple and downloaded the SDK. Apparently it is a newer version than what was used in the tutorials. I have been able to find most of what has been referred to in the newer xcode program, but apparently not all, as it is not sending anything to the device.

You publish your apps under your own dev acconout name. ANd you need to pay the 99 dollars to join the dev program to publish and test on the device

If you have xcode 4 it will be different visually than the video but it should all be the same process. And no if you are reading about not publishing under your own name you are reading threads started 5 months ago which are massively out of date. Thats unfortunately one problem with searching the forum is you have to pay attention to when the information was posted.
