fps for iPad app

I have a question about how many frames per second an animation lasting five seconds should be. I had someone animate a rocket for me and he is sending me 17 png images. We had specified 30 fps. Isn't this too few images for it to look smooth? Obviously this is not my area - can anyone clear this up?
