App package size.. or App install size?

just a quick question regarding the 20mb filesize thing for downloading.
Im assuming that refers to the size of the App package size, not the size of the app once its been installed... as the 2 sizes can be considerably different.
So its the size of my appfile that I submit, that is the one that they reference for download size...correct?
