Create a pop up button to reset scene or game

How can I create a popup button when I have died to restart the scene or game over the existing game (pop up button to touch and react.

    more like in the middle to choose these option

    Retry level?
    Restart Game?

    so when they touch Retry Level? the game starts where they left off with all characters back on the game

    or touch restart game and game restarts form the beginning

    That's what I'm looking to do too.... How do you spawn an actor or buttons that say, restart level, and restart game, do you have to place it in an unscrollable layer? If so, how do you spawn it?
