If you're still into pencil and paper like me, it comes in handy when you can scan it or take a picture, then manipulate it with Photoshop or Illustrator.
Forgot about Paint Shop Pro... Corel, right? Used to use that years ago when I used a PC. It was actually the app I used first, very nice. Haven't used it lately but guessing it's still pretty good... no idea how much it is now, though.
I agree that Corel ruined a good thing! All the engineering for PSP is now done in Taiwan, they pretty much fired everyone there back in the Minnesota old JASC office.
Another option is of course PhotoShop Elements. I use that on my PowerBook (won't install on my Mac Mini). It's cheap and easy to use - has pretty much all the features you'd need for game art.
I was thinking about buying graphics, but I can honestly tell you, that drawing yourself is the best way. Two years ago I couldn't draw a straight line, now I can draw almost everything. You just neead some time and practice.
BTW, Digital-Tutors is a great place to learn all kinds of graphic software. I just started watching tutorials on Illustrator yesterday cause I don't want to keep paying istockphoto for 2D stuff.
Illustrator and Photoshop. I'm considering using Flash on my next game to help with some animation frames. Flash does some slick tweening.

I also purchased some stock photos for my apps Tickle Stones and Nesen Probe because, even though I'm a photographer, I didn't have the budget to go to Easter Island, The Great Wall of China and other locals!
