Editing images in Gimp 2

Okay so I have the following image. I am looking for tips on how to edit the image, so I can get the desired look.

I want to be able to give it more of a "cartoon" effect so it will look more like the second photo.

as you can see the first photo is an actual picture and I am looking to edit it so it will esthetically fit into my game.

any tips on how I can achieve this. I currently use Gimp 2 for all my art work, so any tips will be helpful.

    what effects did you use on Paint.Net? I want to see if I can duplicate this in Gimp with the filters they provide.

    I actually downloaded Paint.Net
    could you tell me what effect you used that way I can do this to the rest of my images.

    1. Colors -> Brightness-Contrast: decrease brightness; increase contrast
    2. Filters -> Artist: Oilify or VanGogh; Enhance: Sharpen or Unsharp Mask (strong effect)

    Sky needs more blue saturation...but the cloud cover doesn't allow for much.

    3. Colors --> Colorize: Magenta decrease saturation to 0

    one I did got fair relationship to your work...

    ill mess around with it a bit and give your method a try since BarkBarkCo seems to want to keep his method a secret for the time being.

    How cartoony do you want to get? Here's one, done in Photoshop, but simply blur a bit and reduce number of colors down to around 8 or 10:
